For AOS applications filed together with the I-140, Petition for Immigrant Worker, the AOS will be relocated upon the approval of the I-140 when a visa is available. Just getting my green card and a letter saying they wouldn't be able to make a decision at the same time didn't make sense, that's why I asked them and I think that is why my case is delayed now. I got similar letter after my i751 was approved and card delivered in 2019. That office now has jurisdiction over your case. I've been waiting for 100 days, and still nothing :(.
